Question · Dictation on Windows
Why is Voice Access not working in Windows 11?
In Windows 11, Voice Access can fail for one of four reasons: the PC runs a Windows version older than 22H2, the first-time language download cannot reach the Microsoft Store, the microphone is off or blocked by a privacy setting, or the PC shows error 9001, which Microsoft's release notes say has been fixed in Windows updates. Check the version and the download first, then the microphone, and install the latest updates if you see error 9001.

Voice Access is a feature of Windows 11, not a separate app 1. When it does not work, the cause is one of four things: the PC is running a Windows version that does not include it, the first-time language download cannot reach the Microsoft Store, the microphone is off or blocked, or a known update error is in the way. Check them in that order.
Voice Access needs Windows 11 version 22H2 or later
Voice Access is available in Windows 11, version 22H2 and later 2. It is a Windows 11 feature, so on Windows 10 use voice typing instead. Our question on dictating on Windows 10 covers that route.
A blocked Store download stops the first-time setup
Setup downloads the language files Voice Access uses, and it needs the internet once 3. Our question on whether you must download Voice Access explains that step. If setup stops with a message that Windows cannot download the required language files, Microsoft says this can mean the PC has no access to the Microsoft Store app catalog during setup 4.
Test the Store yourself. Open the Microsoft Store app and try to download a free app. Microsoft says to check whether you can access the Store and download apps from it 5. If apps download, the Store is working, so submit feedback with the Feedback Hub app as Microsoft asks, and include the exact error text 6. If apps do not download, fix the Store connection first, then try the setup again.
On a work or school PC, the Store may be blocked on purpose. Microsoft says that if you cannot download apps and work in an enterprise, your network administrator may have disabled access to the Microsoft Store app 7. In that case, ask your IT administrator for help with the download. The full steps are on Microsoft's troubleshooting page.
A microphone that is off or blocked stops Voice Access from hearing you
In microphone off state, Voice access "does not listen to any of your speech," and you must click the Microphone button to switch it back on 8. If nothing you say has any effect, check that state first.
Next, check the privacy setting. Microsoft says that use of the microphone by Voice access is controlled by your privacy settings 9. To check, open Settings, select Privacy & security, then Microphone, and make sure Let apps access your microphone 10 and Let desktop apps access your microphone 11 are both turned on.
A screen reader can also get in the way. If you listen to one without headphones, its speech can reach the Voice Access microphone and cause unexpected behavior 12. Use headphones while the screen reader is running, then test Voice Access again.
Error 9001 is fixed in newer Windows updates
If Voice Access shows error 9001, install the latest Windows updates before you try anything else. Microsoft's release notes say that issues where an error state of 9001 was encountered have been fixed 13. The notes do not name the update that contains the fix, so update Windows, restart, and open Voice Access again.
What to do when every check passes
If the version, the Store, the microphone and the privacy setting are all correct and Voice Access still fails, check the language next. Our guide to Windows dictation languages covers which languages each Windows tool supports. Do not uninstall Voice Access to test this. Our question on uninstalling Voice Access explains what removal involves.
If the shortcut opened Voice Access instead of voice typing, the question on why Win+H is not working explains the conflict. For the other causes of dictation failures on Windows, start with our guide to Windows dictation not working. For the feature itself, read our guide to Voice Access in Windows 11.
If none of these checks fixes it, write down the exact error text and the step that produced it. Send that to Microsoft Support or to your IT administrator. Those details make the problem quick to diagnose.
