Question · Dictation on Windows
Do you need to download Voice Access for Windows 11?
No, Voice Access is built into Windows 11 and you turn it on in Settings rather than installing it from the Microsoft Store. Setup downloads a speech pack for your language, which needs an internet connection once, and after that Voice Access works without internet.

No. Voice Access is a feature of Windows 11, so there is no separate program to download and install. You switch it on in Settings. The only download is the speech pack for the language you choose, which Voice Access fetches during setup, and that step needs an internet connection. Once the speech pack is on your PC, you do not need the internet to use Voice Access.
Voice Access is switched on in Settings, not installed like an app
Microsoft says you can start Voice Access from Settings or by using Windows search 1. The switch sits in Settings, under Accessibility and then Speech. Microsoft's setup page describes the feature as available in Windows 11 version 22H2 and later 2, so the first check is your Windows version, not a download.
We searched for a separate Voice Access listing in the Microsoft Store and found none. Third-party guides describe Voice Access as part of Windows, with its language files added on top. Treat that as our finding from the searches we ran, not a claim Microsoft makes. Microsoft's setup steps, which the guide follows, include one download, the speech pack.
The one download is the speech pack for your language
Voice Access needs language files to recognize speech. Microsoft says setup downloads the language files for the language you choose, for use by on-device speech recognition, and that this step needs an internet connection 3. The downloaded files are called a speech pack.
Languages are either ready to use or need their speech pack downloaded first, and a language that needs a download cannot be used until its speech pack is downloaded 4. Check the Languages list on your own PC before you rely on a language. To change language later, open the Voice access settings and use the Languages option 5.
Setup needs internet once, and a failed download points to Store access
Microsoft says you must be connected to the internet to download your preferred language for Voice Access the first time 6, and the first-time setup needs an internet connection 7. So the internet is needed once, during setup, not every time you use it.
If the download fails, Microsoft says the message that Windows cannot download the required language files can mean the PC has no access to the Microsoft Store app catalog during setup 8. Microsoft's troubleshooting advice is to check whether you can reach the Microsoft Store app and download apps from it 9. If you can, reconnect, open Voice Access again and let the download finish.
Follow these steps to turn it on and download the speech pack
Follow these steps on Windows 11 version 22H2 or later. They match the steps in our guide to Voice Access in Windows 11.
- Select Start, select Settings, then select Accessibility and Speech.
- Turn on the Voice access switch.
- On the welcome screen, choose your language, then select Agree and continue.
- Wait while the language files download, and keep the connection on.
- On the Setup microphone screen, check that a default microphone is selected, then exit setup.
You can exit setup at any time. If you exit before the download finishes, you restart setup the next time you open Voice Access.
After setup, Voice Access works without internet
Once setup finishes, speech recognition happens on your PC. Microsoft says Voice Access uses on-device speech recognition and works even without the internet 10. This is the practical difference from the one-time download: the internet is needed to get the language, not to use it.
If you want to remove it or stop it starting, those are separate steps
Downloading is one thing, and removing is another. Microsoft's pages describe turning Voice Access off and stopping it from launching at startup. We found no Microsoft page that describes uninstalling it, so read whether you can uninstall Voice Access before you try to remove it. If the bar keeps appearing when you start your PC, see why Voice Access keeps popping up.
