Question · Dictation on Windows
How do you fix Voice Access error 9001 in Windows 11?
Install all pending Windows 11 updates, restart, and open Voice access again, because Microsoft's release notes say the error state 9001 has been fixed. If setup shows the message that it can't download the required language files instead, check your internet connection and whether the Microsoft Store works, and ask your IT administrator if the Store is blocked.

The fix for Voice access error 9001 on Windows 11 is to update Windows first. Microsoft's release notes say that issues where an error state of 9001 was encountered have been fixed 1. Install every pending update, restart the PC, and open Voice access again. Microsoft does not say which update contains the fix, or what the number 9001 means inside the feature, so the update is the one documented step. If the error comes back after an update, go to the steps for when the error stays, at the end of this page.
Update Windows before you change any setting
Start by confirming that your PC can run Voice access at all. Microsoft says Voice access is available in Windows 11, version 22H2 and later 2.
- Open Windows Update in Settings and install every pending update.
- Restart the PC, even if Windows does not ask you to.
- Open Voice access and try the setup again, or say a short sentence to see whether it responds.
If the error appears again after a restart, your build may be older than the fix. Check for updates a second time before you go on.
Check the download when setup shows a language file message
Error 9001 is not the same message as the one about language files. If setup shows "We can't download the required language files right now," Microsoft says this can mean the PC has no access to the Microsoft Store app catalog in the cloud during setup 3. Voice access needs the internet for this download the first time you set up the PC 4.
Work through the checks in order:
- Check the internet connection on the PC that shows the error.
- Test the Microsoft Store. Microsoft says to check whether you can open the Microsoft Store app and download apps from it 5.
- Send feedback if the Store works. If you can download apps from the Store, Microsoft asks you to submit feedback with the Feedback Hub app so it can investigate 6.
- Ask IT if the Store is blocked. If you cannot download apps from the Store and you work in an enterprise, your network administrator may have disabled Store access 7. In that case, ask your IT administrator for help with the download.
The full set of Microsoft's steps is on its Voice access setup troubleshooting page.
It depends on the PC, the tool, and the error text
The fix changes with the situation:
- A personal PC with a working Store needs the update and a restart first. If the error stays after that, write down the exact error text and your Windows version before you contact support.
- A work or school PC may block the Store, so the Store test can fail even with a good connection. Ask IT before you reinstall anything.
- Windows 10 does not have Voice access. Microsoft's Voice access FAQ lists Voice access for Windows 11 only, while voice typing is available on Windows 11 and Windows 10 8. On Windows 10, read how to dictate on Windows 10 instead.
- A different error is not error 9001. If the problem is that voice typing, which is a different feature, does not start, the steps are in why voice typing is not available in Windows 11.
If Voice access installs but stops listening, see why Voice access is not working. For the feature itself, read what Windows Voice access is.
What to do if the error stays
Work through the steps in this order, and keep a note of what each one showed:
- Install all Windows updates and restart.
- Confirm the internet connection, then test the Microsoft Store.
- If the Store works and the language file message still appears, send Feedback Hub feedback that includes the exact error text and your Windows version.
- If the Store is blocked, or the PC belongs to your work or school, ask your IT administrator for help with the download or the Store setting.
The error text, the Windows version, and whether the Store works are useful details to give when you contact support. For the wider set of dictation checks, see our guide to Windows dictation not working, or the overview of dictation on Windows.
