Question · Dictation on Windows
Why is Windows dictation stuck on initializing?
Microsoft's voice typing help does not describe an initializing state, so none of its steps name that label. The documented step is to wait for the Listening alert before you speak. If the alert never appears, check the internet connection, online speech recognition, the selected microphone and whether Voice Access is running.

Microsoft's voice typing help does not use the word "initializing," and its pages do not describe a startup state with that name. What Microsoft does describe is a Listening alert. Once you turn voice typing on, it starts listening automatically, and Microsoft tells you to wait for the "Listening..." alert before you start speaking 1. If you see a waiting screen and no alert follows, treat that as the stall, and check the causes Microsoft does document, which are listed below.
Microsoft's pages describe the Listening alert, not an initializing state
We read Microsoft's voice typing help page for this question. It describes turning voice typing on with the Windows key + H or the touch keyboard Microphone button, then waiting for the Listening alert. It does not describe a status called "initializing," and it does not describe a timeout. So a stuck label is not a message Microsoft documents, and no official page says what it means.
Our reading is that the label you see is the wait before the Listening alert. That is an inference from the documented sequence, not Microsoft's wording. The practical test is the same either way: if the alert appears, you can speak, and if it never appears, something in the chain below is blocking the start.
Voice typing needs a connection before it can listen
Voice typing converts speech to text using online speech recognition 2. Microsoft says you need an internet connection, a working microphone and the cursor in a text box before it works 3. A stall before the alert can come from a connection problem, so check your network first.
The online speech setting matters too. It sits under Settings > Privacy & security > Speech, and it must be on for voice typing 4. Our explainer on online speech recognition describes the setting in more detail.
A microphone that is not selected can leave it waiting
If the right microphone is not selected, voice typing can listen to nothing. Microsoft's troubleshooting steps start by asking you to select the microphone you want to use under Settings > System > Sound > Input 5. If microphone access is off, Microsoft says voice typing will tell you it needs access, and you turn it on under Privacy & security > Microphone 6.
Voice Access can hold the shortcut
If Voice Access is running, Win+H does not start voice typing. Windows says you can use Voice Access for typing instead 7. A pressed shortcut that appears to do nothing can therefore be Voice Access holding it. Say "Close voice access" to close it, then try again.
What to do when it stays stuck
- Wait a few seconds for the Listening alert before you speak. Microsoft advises waiting for it.
- Check your internet connection, then turn on online speech recognition under Privacy & security > Speech.
- Select the microphone under Settings > System > Sound > Input, and say a few words to see if the level moves.
- Close Voice Access if it is running.
- Restart the PC, sign in again, and test in Notepad.
If Notepad works and another app does not, the problem is most likely that app's text box. If nothing works, write down the exact label and the step where it appears, since that detail makes it quicker for Microsoft Support or your IT administrator to diagnose.
It depends on the version and the tool
On Windows 10, the same keys open a different dictation toolbar 8. Our question on dictation in Windows 10 covers that version. For the broader set of checks, read our guide to fixing Windows dictation. The Windows key + H shortcut itself is covered in why the Windows key + H is not working. If the stall comes with words that stop partway through, the question on why voice typing keeps stopping covers that symptom.
