Why is Teams meeting transcription greyed out or not working?

If transcription is greyed out or does not start in a Teams meeting, the cause is usually a setting rather than a fault in the meeting. Microsoft's help pages describe the conditions that must be met before a transcript can run, but they do not describe a greyed-out button or a single error message. So this page sets out each documented condition, in the order to check them, and says what we could not confirm.

A transcription setting in the meeting policy can turn it off

The first condition is the meeting policy. Transcription is a setting in the policy, and Microsoft says it is on by default for new policies ¹. So a policy that is off has most likely been changed by an admin. A policy that is on for you does not switch transcription on for an organizer whose policy is off. Microsoft is explicit that the organizer must have it on for a meeting to include a transcript, and the person who starts the transcript must have it on too ². If you are a participant and the button is missing, ask the organizer to check their own policy before you assume it is a fault in your app.

An organizer who turns off Copilot also turns off transcription

A less obvious cause is Copilot. Microsoft's admin page says that when organizers turn off Microsoft Copilot in Teams meetings and events, recording and transcription are also turned off ³. So a missing transcript option can come from a Copilot setting, not from the transcription setting itself.

Teams Premium adds controls over who can record and transcribe. Microsoft says that with Teams Premium and Copilot, organizers can manage recording and transcribing permissions when they schedule a meeting ⁴. Microsoft's three options are organizers and co-organizers, organizers and presenters, or no one, so a participant outside the chosen group cannot start a transcript. Ask the organizer which option they picked.

If the organizer sets who can record and transcribe to No one, the automatic options are switched off. Microsoft says that in that case all automatic transcription options are forced Off ⁵. A meeting scheduled that way will not start transcription on its own, even if the policy allows it.

Your account may fail the transcription requirements

Microsoft provides an admin check. An admin can run the Teams transcripts diagnostic tool in the Microsoft 365 admin center to see whether a user's account meets the requirements to transcribe a Teams meeting ⁶. The tool takes the user's email address and the meeting URL, so it checks a specific person in a specific meeting.

The diagnostic is not available in every Microsoft 365 environment. Microsoft says it is not available for Microsoft 365 Government, Microsoft 365 operated by 21Vianet, or Microsoft 365 Germany. In those environments the admin has to check the policies by hand.

Your license may not include transcription

Licensing is the last documented cause. Microsoft says standard Teams transcription is included in Microsoft 365 E3 and E5, and that the Transcribe only option needs no additional license ⁷. That is the only plan list we could confirm from Microsoft's own pages.

Third-party guides list other plans, such as Business Standard and Business Premium, and they disagree about the smaller ones. We did not confirm those lists from Microsoft's own pages, so do not rely on them. Check the license in the Microsoft 365 admin center, or ask an admin, before you decide the feature is unavailable on your plan.

What to check, in order

1. Confirm the meeting was not scheduled with No one for who can record and transcribe.
2. Ask the organizer whether transcription and Copilot are on for the meeting.
3. Ask an admin whether Transcription is on in the meeting policy for you and the organizer.
4. Ask an admin to run the Teams transcripts diagnostic on your account and the meeting URL.
5. Check your license against Microsoft's list before you assume the feature is missing from your plan.

What we could not confirm

Microsoft's documentation does not describe a greyed-out transcription button, so we cannot say that any one of these causes produces that exact look. We also did not find a Microsoft page that lists every plan that includes transcription. Some third-party guides also name the mobile app as a cause. Microsoft says live transcription is desktop only ⁸, so a live transcript cannot start from the phone app, and a transcript can still be read there after the meeting.
