Can you transcribe a Teams meeting without recording it?
Yes, if your organization allows it. Microsoft's Transcribe only option creates a meeting transcript without storing any recording, and it needs the AllowTranscription meeting policy turned on. It does not hide the transcript from others: Microsoft says live transcription shows a notice to every participant, and state laws may require everyone's consent.

You can transcribe a Microsoft Teams meeting without recording it, using the Transcribe only option. The result is a written transcript with no audio or video file stored with it. The option is new, and it depends on how your organization has set up meeting policies. It is also not a way to transcribe quietly: a transcript still needs a notice to the people in the meeting, and the rules on consent apply whether or not a recording exists.
This page covers the difference between a recording and a transcript, what the option needs, and what it does not change. For the basic steps to turn transcription on, see how to turn on meeting transcription in Teams. Transcribe only creates the text and keeps no recording
With Transcribe only, the meeting organizer picks an automatic option when scheduling the meeting, and Teams starts transcription when the meeting begins. Microsoft says the option creates a meeting transcript without storing any recording 1. The transcript is the only output, so there is no audio or video file to share, store or search.
The table sets the three routes side by side. The rows follow from Microsoft's descriptions, and the last column says what each route stores.
| Route | What it creates | Stored audio or video | Source |
|---|---|---|---|
| Recording with transcription | A recording and a transcript | Yes, the recording | Microsoft's admin page |
| Transcribe only | A transcript | No recording | Microsoft's message center post |
| Live transcription during a meeting | A live text view, plus a transcript if saved | Depends on whether the meeting is recorded | Microsoft's live transcription page |
The option needs three settings to be in place
The option is not available just because you want it. Microsoft says the meeting policy AllowTranscription must be set to On for the organizer to see the Transcribe only option 2. If the organizer's policy is off, the option does not appear, and the rest of the steps are irrelevant.
The organizer's setting for who can record and transcribe also decides the outcome. Microsoft says that when that option is set to No one, all automatic transcription options are forced Off 3. In that case, Transcribe only will not start on its own, even if the policy allows transcription.
Licensing is usually not the barrier. Microsoft says standard Teams transcription is included in Microsoft 365 E3 and E5, and the Transcribe only option needs no additional license 4. For other plans, check your admin center, since we could not confirm the full list from Microsoft.
The option is recent. Microsoft's message said it was rolling out from late April to early June 2026 5. If you do not see it, the rollout may not have reached your tenant, and an admin can confirm whether it has.
Why people use it, and what it does not stop
Microsoft's message gives the reason for the option. Microsoft says the option supports compliance and accessibility, and gives organizers finer control in meetings where recording is restricted by compliance or privacy policies. So a team that cannot record a meeting can still keep a written record.
Two limits matter more. First, a transcript is text, and text is still data. Microsoft says transcripts created without recordings can be used by Microsoft Copilot and Intelligent Recap to generate meeting insights where recording is restricted 6. Dropping the recording does not keep the transcript out of AI features. Second, the option does not hide the transcript from the room. Microsoft says that when live transcription starts in Teams, all participants see a notification that the meeting is being transcribed 7.
We did not confirm from Microsoft's pages whether the same notice appears for an automatic Transcribe only start, so do not assume it does not. Test it with a colleague in a short meeting before you rely on it.
Consent still applies when there is no recording
People often treat a transcript as less sensitive than a recording. Consent rules do not work that way everywhere. The Reporters Committee for Freedom of the Press says about 11 US states primarily require the consent of all parties before a conversation is recorded 8. Our glossary entry on all-party consent explains the rule, and whether a transcript counts as a recording depends on the local law, which we do not advise on.
If you are in a state or country with an all-party rule, tell the room before you start and get a clear yes from each person. Teams' notice helps with that, but it does not replace asking. The question on transcribing a meeting without a bot covers the consent steps for other tools.
What to do
- Ask the organizer, or an admin, whether AllowTranscription is on and whether the Transcribe only option appears when you schedule.
- Choose Transcribe only when you schedule, rather than Record and transcribe, if you do not want a recording stored.
- Tell the room that the meeting is being transcribed, and check the notice appears for everyone.
- Find the transcript afterwards in the meeting chat or the Recap tab, as how to find and download a Teams transcript explains.
- If the option is missing, read why Teams meeting transcription is greyed out for each condition to check.
For the difference between recording and transcription, the question on dictation and transcription is the short version. If you only want to type your own words into a Teams message, the route is different, as does Microsoft Teams have speech to text explains.
