What is the difference between a meeting transcript and meeting minutes?
A meeting transcript is a record of what was said, taken from the audio. Meeting minutes are the official record of what was decided and done: motions, votes, outcomes and actions. The transcript is the raw material for the minutes, not a substitute for them, so write the minutes from the transcript and check each entry against the audio.

A transcript and minutes answer different questions. A transcript answers "what was said?" Minutes answer "what did the group decide and do?" Minutes are much shorter and far more selective than a transcript, and they are normally written from one. If you searched for "meeting minutes transcription," you probably want to turn speech into minutes. That means producing a transcript first, then writing the minutes from it and from the audio.
| Meeting transcript | Meeting minutes | |
|---|---|---|
| Question it answers | What was said, in order | What was decided and done |
| Content | The words from the audio, sometimes with timestamps and speaker labels | Motions, votes, outcomes, actions and owners |
| Who writes it | Software, from the audio | A person, from the transcript and the audio |
| Who relies on it | Anyone who needs the words | The group, which approves the record |
| Typical use | Research, legal review, captions, a reference for the discussion | The official record of a board, committee or club |
Minutes record what was done, not what was said
The usual rule comes from Robert's Rules of Order Newly Revised, which says minutes should contain mainly a record of what was done at the meeting, not what was said by the members 1. The shorter companion guide names the most frequent mistakes: trying to summarize the reports offered and the arguments made in debate 2. A complete transcript pasted in as the minutes breaks that rule. So does a tidy summary of the discussion. Your bylaws may set different rules, so check them before you write.
Our guide to turning a meeting transcript into minutes gives the steps, from the wording of each motion to the action items with owners and dates.
An AI summary of a transcript is an interpretation, and it can be wrong
Some tools write summaries from transcripts. Apple says you can record audio in the Notes app and then use Apple Intelligence to generate a summary of the transcript 3. That saves time on the draft, but a summary is a model's rewrite of the words, and it can go wrong in two ways. In a 2025 study of clinical notes written by large language models, the omission rate was 3.45 percent, meaning clinically relevant content from the visit was left out 4. A meeting is not a clinic, but the same risk applies: a summary can drop a decision or add one nobody made. A 2026 UC Davis pilot of AI scribe notes found content the recording did not support in 11.5 percent of the 356 reviewed notes 5.
So treat an AI summary as a draft, check each decision against the audio, and never let a summary stand in for the minutes unless the people who run the meeting have approved it.
When the transcript is the record, and when it is not
Some meetings need the words, not a summary. A research interview or a deposition may need a transcript that keeps every word, including fillers and false starts. A verbatim transcription keeps those; a clean verbatim transcript removes them. Our guide to verbatim vs clean verbatim transcription explains when each fits.
Minutes are not a verbatim record 1. A committee's minutes record the motions and the results, and the transcript or the audio is the backup if someone disputes what was said. For a personal meeting, a transcript with your own action list may be all you need.
What to do
- Record the meeting, or transcribe it live, and keep the audio until the minutes are approved.
- Make a clean transcript. Use speaker labels if you need to know who said what.
- Write the minutes from the transcript: each motion with its exact wording, who moved it, the result, and each action with an owner and a due date.
- Leave out the debate, unless your rules require a note that discussion took place.
- Check every entry against the audio, then have the chair or secretary review the draft for approval at the next meeting.
For the rest of the choices around a meeting record, see the meeting transcription guide. Our question on transcribing an in-person meeting covers the recording step when people meet in a room, and transcribing a meeting without a bot covers the call.
