In the source's own words

“There is no analytics, no advertising, and no server of ours that it talks to. ... No audio is uploaded, and the recording is discarded once the note is written.”

What it measures
The iPhone app turns speech into text on the phone, first with Apple's on-device recognizer and then with an open speech model running on the phone. The app has no account.
What it does not show
The page gives no number of days, because the recording is discarded after each note. The first-time download of the speech model is a separate request with no identifier of the user, and Siri's own handling of a note is covered by Apple's terms, not this page.
