Question · Dictation
What is the difference between dictation and voice control?
Dictation turns your speech into text in whatever field has the cursor, while voice control runs the whole computer by voice, including opening apps, clicking and editing. On a Mac, turning on Voice Control replaces standard Dictation, and on Windows the two are separate tools: voice typing and Voice Access.

Dictation converts your speech into text and inserts it where the cursor is. Voice control does that too, but it also opens apps, clicks buttons, scrolls and moves windows. The two names get mixed up because both can write your words. If you only need to draft text, dictation is enough. If you need to operate the whole computer without a keyboard or mouse, you need voice control.
Dictation types your words, and voice control also runs the computer
Dictation has one job: it turns speech into text and places it at the cursor. You say a sentence, and it appears in an email, a document or a search box. Voice control includes that job and adds the rest of the computer. Apple describes its Mac version this way: "you can speak commands to navigate the desktop and apps, interact with what’s on the screen, dictate and edit text, and more." 1 The list shows the difference. Dictation stops at the text, while voice control also reaches the menus, buttons and windows around it.
Voice control is also a full accessibility mode. Apple introduced it with macOS Catalina in 2019 to let people control a Mac entirely by voice, using on-device speech recognition 2. People who cannot use a keyboard or mouse need that scope, and most people dictating a letter do not.
On a Mac, Voice Control replaces standard Dictation
On a Mac you cannot run both at once. Apple's note reads: "When Voice Control is on, you use Voice Control to dictate text; standard macOS Dictation isn’t available." 3 If you want the simpler tool, turn Voice Control off first, because standard Dictation is unavailable while it is on. Voice Control also needs a one-time download the first time you switch it on. After that, it works without an internet connection 4.
On Windows, voice typing and Voice Access are separate tools
Windows splits the two jobs into different features. Voice typing is the dictation tool, and Voice Access is the full-control tool. They differ on the internet. Microsoft says that "To use voice typing, you'll need to be connected to the internet, have a working microphone, and have your cursor in a text box." 5 Voice Access needs an internet connection for its initial setup 6. Once it is set up, Windows 11 Voice Access controls the PC and writes text by voice without an internet connection 7.
| Question | Dictation | Voice control |
|---|---|---|
| Mac tool | Standard Dictation | Voice Control, which replaces standard Dictation while it is on |
| Windows tool | Voice typing | Voice Access |
| Main job | Type what you say at the cursor | Operate the computer and edit text |
| Commands | Punctuation, line breaks, and a short list of editing phrases | Clicking, opening apps, navigating, and detailed text editing |
| Internet | Voice typing needs a connection | Voice Access works offline after setup |
The editing phrases differ by tool, so check the list for the one you use. The guide to dictation commands compares them.
It depends on the job, the platform and your hands
The right choice depends on three things.
- The job. For a draft, a message or notes, dictation is enough. For opening apps, clicking a button or scrolling, you need voice control.
- The platform. On a Mac, the two share one tool, so switching modes is the choice. On Windows, you use two features and can keep both installed.
- The connection. Voice typing on Windows needs the internet, so it is not a fit for offline work. Voice Access and Voice Control on a Mac work offline once set up.
Apple's Voice Control page and Microsoft's Voice Access page both describe full control as a mode for hands-free use of the whole computer. Dictation fits a shorter list of tasks, and it is often the faster choice for writing.
What to do
- Decide the job first. If you only need text, use dictation. If you need to click, open or scroll, use voice control.
- On a Mac, switch modes deliberately. Turn Voice Control off when you want standard Dictation, and on when you want to click or navigate. Apple's Voice Control help describes the on and off steps for the current macOS, so check your version before you follow them.
- On Windows, start with voice typing for text. Use Voice Access when you need to control apps and buttons, and plan for the one-time internet setup.
- Learn the editing phrases for the tool you chose. The question on deleting a word by voice lists them by platform, and the question on correcting a misheard word covers fixes.
If a phrase you say appears as typed text, the cause is usually a mode setting, not a fault in the tool. The question on why dictation types a command explains the checks. For Mac-specific steps, see the Mac voice control commands guide, and for Windows, the Windows voice access commands guide. The voice typing and voice command terms define the wider vocabulary.
