In the source's own words

“The recording is held in memory while you hold the shortcut and dropped as soon as it has been recognised. It is never written to disk as a file, and it never leaves the computer unless you have configured a remote recognition server yourself (section 5).”

What it measures
The page describes the free Windows app and its default install. Recognition runs on a speech model stored on the user's own disk. The author runs no server that receives audio.
What it does not show
The sentence describes the default install. If the user points recognition at a remote server, the audio goes there, under that service's own terms, which this page does not cover. The page has no number of days because the recording is dropped after each dictation.
