What it measures
Meeting recording starts only when the user explicitly starts a meeting, so the setting is recorded as Other rather than By default.
What it does not show
The notice says an interrupted or failed meeting can keep its chunks for recovery, so the deletion rule does not hold in every case. The notice gives no number of days.
