What it measures
Halo's dictation uses Apple's speech recognition by default. The policy names two cases: the language is downloaded and speech stays on the Mac, or it is not yet downloaded and Apple processes the speech on its servers.
What it does not show
Speech is on the device only after the language download. Before that, Apple's servers process it. The Groq option is a separate path, used only with the user's own key.
