What it measures
The calls used a cloned voice of President Biden, sent two days before the 2024 New Hampshire primary, and the penalty was under the Truth in Caller ID Act.
What it does not show
A deliberate political deepfake with spoofed caller ID, not a commercial voice agent. It shows the size of penalties that can follow AI-voice calls, not the typical penalty for a business.
