Chromium's source code comments that the languages in its ChromeOS Dictation speech list are, by default, not supported offline. Offline languages are added only when the on-device speech installer reports them as available.

- The function first lists every locale that the online speech service supports. It then marks as offline only the locales that the on-device speech installer reports as available, and only when the offline feature is switched on.
- What it does not show
- The source is a snapshot at one commit. It does not give the list of offline languages, and it does not say which language packs a given Chromebook has downloaded.
