What it measures
The restriction is set on the iPhone under Settings, Screen Time, Content and Privacy Restrictions, then Allowed Apps. Apple gives this as a check for when the car does not detect the phone.
What it does not show
The page addresses a phone that the car does not detect. It does not say that a restriction blocks dictation specifically, and a parent or administrator sets Screen Time limits.
