The Whisper paper says a complete speech system has several additional components, which are often handled separately, making the system relatively complex.

In the source's own words

“These components are often handled separately, resulting in a relatively complex system around the core speech recognition model.”

What it measures
The authors say these components include voice activity detection and speaker diarization. They want one model to cover more of the pipeline, and the passage does not claim that Whisper labels speakers.
What it does not show
The paper frames the complete system as a set of separate parts. It does not state whether the released models label speakers, so that claim rests on OpenAI's guide.
