What it measures
SendInput is the Windows call that software uses to simulate keyboard input. The page describes each INPUT structure as one event, such as one key press or release, and explains how the array of events is placed in the input stream.
What it does not show
The page describes the ordering of one call's events. It does not describe how long a dictated sentence takes to appear, and it does not say that every dictation app uses this call.
