Fact · Transcription

Discord's developer documentation says that voice data is carried over UDP in both directions, so a client that joins a voice channel must be able to receive UDP packets.

In the source's own words

“Because UDP is used for both receiving and transmitting voice data, your client must be able to receive UDP packets”

What it measures
The page is written for developers who build bots and clients. It describes the protocol that any client uses to join a voice channel, not a feature of the Discord app.
What it does not show
The documentation describes what a client can receive. It does not say whether Discord or any third party records or transcribes that audio, and recording a call still needs the consent of the people in it.
