In the source's own words

“Audio recording redirection controls whether you want to allow peripherals such as a microphone to be accessible in the remote session.”

What it measures
Microsoft's Azure Virtual Desktop guide. The setting is made on the session host with Microsoft Intune or Group Policy, and a host pool RDP property can also control it. A session host that disables redirection blocks it even if the host pool enables it.
What it does not show
This covers Azure Virtual Desktop. Other Remote Desktop clients and products such as Citrix have their own settings, which this source does not describe. It does not say whether dictation typed on your local computer reaches a remote window.
