What it measures
This is Apple's own description of the Speech Recognition permission that apps can request. Apple's page also says you can review which apps use Siri for transcription in Settings under Privacy & Security, then Speech Recognition.
What it does not show
The wording says 'may'. It does not say which apps send audio, or whether a given app uses Apple's on-device engine. Apple's developer documentation describes a separate transcriber that does not send audio to Apple's servers, so the app's own design decides the outcome.
