What it measures
This resets all shortcuts in the Keyboard Shortcuts pane. Apple's instruction is for shortcuts in general, and it is the documented way to return shortcuts to their original combinations.
What it does not show
Restore Defaults resets every keyboard shortcut in that pane, not only the one you changed. Apple's article does not say whether the Dictation shortcut is included in that pane.
